Kaguya is the big bad in Naruto Shippuden: Ultimate Ninja Storm 4 but she is different from all the ninjas that make Naruto world. For her it I not jutsu but the location. Kaguya can change the stage with her ability of dimensional transportation which allows to travel through worlds and in some cases send people their. This ability give Kaguya an rpg element in thier fighting game as she can change stage as well as her own attributes with it as the dimensional change making some jutsu stronger while at the same time weakening others. With said I makes you think as to how this will be applied to Naruto and Sasuke fight with the mother of all chakara.
