Naruto Shippuden Ultimate Ninja Storm 4 will allow you to roam. A new article reveals that both Sand and leaf village open for roaming. Taking place after Naruto and Sasuke last battle in the manga you act as a messenger for Kakashi and Gara. Naruto will be occupined by Sakura (of course) and Hinata. The article also mentions a DLC specific to Latin America as you can get Naruto sage mode and Sasuke wearing ponchos. Their is not date announced at the moment but when I hear of one I will let you know.
