It seems their are a few secrets about Capcom All stars. For those who don’t remember Capcom All Stars was Capcom version of kof with their own franchise character and some brand new ones facing off. What it turned into was a mess thanks to every character having their own graphics, fighting system and life bar. From that mess comes a few truths as we find out their were suppose to be character made for the game itself one such character is DD or Daisuke Dejima. A man who became a code holder (person with special powers) and wanted to save Metro City. His profile and pic has been posted and you can see them here. As to why we are seeing this now is unclear. If Capcom is hinting at something or not is hard to say. But if they are hinting at SFV Future DLC character or another fighting game altogether this sounds like a good start.

A man who, through the intervention of a secret organization, had his dormant cells awakened and became a “Code Holder”.
He’s a strike-based power fighter. He envelops his attacks with deep crimson thunder to destroy all manner of things.
His full name is Daisuke Dejima. To stop the great catastrophe afflicitng Metro City, he went there together with his companions.
To be honest, one of the subtitles in the game said “Daisuke Dejima, right in the nick of time!”
His special moves all moved him forward, and you could connect his special attacks together. He’s got very heavy rushdown, but is weak to dramatic counters because of it. He’s most powerful in a straightforward battle.

After moving slightly forward, he does a small jump for an anti-air attack, with no invulnerability

He quickly reaches his opponent and launches a flurry of strong attacks (similar to a Raging Demon)
