With Kolin now out for people to play with the rest of Street Fighter V season 2 DLC characters. Still hard to say who but we have a new side to start taking guesses on. I will post the pictures below so you can join in on the guessing game as well.

The 4th Silhouette seems to be Abigail form Final Fight. There have been a number of FF characters make their way into the SF series (Guy, Cody, Rolento, Hugo, Poison, Sodom and Maki) with Alpha, SF3 and SF4 all having FF characters onto roster.
The evidence suggests Abigail because like the silhouette:
Abigail is HUGE (Bigger than Hugo).
He has a flat top/mowhark only o the front of his scalp.
He wears a collar.
He wears a singlet.

Some pepe may point to the CFN artwork not matching the proportions of the silhouette but that art has been way off on so many characters it should be immediately discounted.
