Max Mode might still be in The King Of Fighters XV. AtRyo has posted a new video where he notes a blue aura on Meitenkun as is doing the combo that ends with his new level 3. It is hard to spot but towards the end of the video where we see a frame comparison between normal link and the one used in the combo that there is a blue aura. What this means is the same mechanics might be in XV that were in XIV.
IN XIV you needed to be in max mode to use ex moves which would deplete the bar as you used them. It makes sense if they are still here since no one had serious issues with XIV gameplay. However understand that if it may not be exactly the same. We need to see more to see if SNK might have build on the mechanics of XIV as they did with Ash saga from 2003 to 11. But let me know your thoughts.
