Nomura addressed fans comparing Verum Rex of Kh3 to Noctis of Final Fantasy Versus XIII saying “Only I know the full story behind Versus XIII and Verum Rex. However, the two are completely different and I think an unexpected development is occurring.” Which was made as many see them and see point for point the same game and thus why he had to say this. Yet I don’t think this changes how anyone sees it.
What I mean by that is yes we know they are 2 separate games. We see that they are. But the thing is we see the same character types. We see the same settings. We even see the same set up. That is because in effect we are seeing Nomura use the same elements. Elements that he most likely was going to use for Versus but instead seems to want to use them for Verum Rex.
These elements you can see best in a comparison video where you can see point for point the same scene is used it is just characters and titles are switched out. This has fans thinking Nomura is going to use this as a means to tell the story he didn’t get to tell with Noctis. A story that only he knows as he has put out.
I put it like this as we learn from ulamina that Nomura had many ideas for versus that didn’t make it to XV when the game is changed. But it remains up to Nomura what happens with this. As he says he is the only that knows the story of Versus but we all see the similarities. Now whether or not we get to see the rest of the story play through this is probably no. That is because some elements are locked in who the main characters were.
The story that we would have gotten from Versus about Noctis would have to be Noctis story and only his. Since we cannot use Noctis we cannot get that story. As such the story that that would focus on Yozoara would be his own no matter how many elements of Versus would appear. Now will we get that story is hard to say as that is up to Nomura.
If you follow how much Verum Rex is mentioned it looks like it could be Kh4. But at the same time you can argue it can be a game to itself. We will have to see what happens as learn more of what Nomura has planned for this game that looks awfully similar.
